Program Summary

Session I – Nursing Home Resident Rights and Standards of Care - Tony Chicotel

In this session, we will review the federal rules that govern nursing home care with a special emphasis on resident rights. We will explore why, despite the extensive rules, residents often suffer rights violations and poor care. Most importantly, we will discuss the available remedies for residents and resident advocates to better ensure resident dignity.

Session II – Practical Applications and Future Directions - Lauren E. Park

This session focuses on enhancing the quality of life for nursing home residents by promoting dignity, autonomy, and addressing social and psychological needs. It explores staffing requirements and their impact on care quality. Innovative care models, including person-centered care and interdisciplinary teams, are discussed alongside tools for continuous quality improvement. The session also covers current policy initiatives aimed at strengthening regulations, advocacy strategies for further reforms, and collaboration with policymakers and stakeholders for ongoing improvements.

Tony  Chicotel is from Huron, Ohio and a graduate of Muskingum University (B.A.) The Ohio State University College of Law (J.D.) and the University of California School of Public Policy (MPP). Since 2006, Tony has worked for California Advocates for Nursing Home Reform, also known as CANHR. His primary work is to promote the rights of residents in long term care facilities – through litigation, legislation, regulatory policy, and consumer education. Tony’s focus areas include civil rights, eviction defense, dementia care, incapacity and decision making, conservatorship, and end-of-life care end-oflife care.

Lauren E. Park is a senior associate attorney for the nationally renowned law firm of Levin & Perconti concentrating in all types of personal injury, medical malpractice, and wrongful death litigation. The founding partners, Steve Levin, and John Perconti were among the first lawyers in the country to represent clients in nursing home cases and remain leaders in the area of long-term care litigation. Lauren has extensive experience litigating nursing home cases on behalf of the Plaintiff. She began working at Levin & Perconti in October 2018 before being admitted to the Illinois State Bar in November 2018. Lauren currently serves as co-chair of the Illinois Trial Lawyer’s Association’s Young Lawyer’s Division, is a published author for the Illinois Institute for Continuing Legal Education: Long-Term Care Litigation and is a named Illinois Super Lawyer’s Rising Star in the areas of Personal Injury and Medical Malpractice – Plaintiff.
