Unpacking the U.S. Bipartisan Infrastructure Bill: New opportunities, requirements, and potential liabilities

Peter J. Roskam | Partner, Sidley Austin LLP

Peter Roskam, a former six-term U.S. Representative from Illinois, provides strategic counsel and guidance to clients whose business needs involve law, government, media, and public policy. He also serves on the firm’s COVID-19 Task Force. Peter held some of the most significant positions in the U.S. House of Representatives during his tenure (2007–2019). In addition to serving in the House Leadership as the Chief Deputy Whip, he chaired three major subcommittees of the House Ways and Means Committee. As Chairman of the Subcommittee on Tax Policy, he was a chief architect of the historic 2017 overhaul of the nation’s tax code. As Chairman of Subcommittee on Health, he began the “Medicare Red Tape Relief Project,” led a series of hearings addressing the opioid crisis and authored several bills to make opioid addiction treatment more accessible. In addition, as the Chairman of the Subcommittee on Oversight, he spearheaded efforts to increase supervision of the Internal Revenue Service and championed efforts to overhaul the IRS’s civil asset forfeiture program.

Brittany A. Bolen | Senior Policy Advisor, Sidley Austin LLP

Brittany Bolen is a Senior Policy Advisor in Sidley Austin LLP’s environmental and government strategies practices of the Washington, D.C. office. Her practice involves legal and strategic counseling and advocacy on environmental regulatory and policy matters. Brittany brings extensive, senior-level experience serving in the federal government and a deep understanding of the legislative and rulemaking processes. She joined Sidley from the U.S. Environmental Protection Agency (EPA) where she served as the Associate Administrator for Policy and Senior Counsel to the Administrator. As EPA’s policy chief, Brittany oversaw all aspects of agency-wide policymaking (i.e., air, water, waste, and chemicals), contributed to rules and guidance under each environmental statute, and managed over 150 employees working on environmental justice, environmental permitting, environmental economics, voluntary programs, and regulatory development. She previously served on Congressional Committees in both the U.S. Senate and House of Representatives with jurisdiction over environmental and energy issues.

Justin R. Becker | Associate, Sidley Austin LLP

Justin Becker has experience in a variety of international trade and national security issues before many government agencies, including the Department of Commerce (DOC), the International Trade Commission, the Office of the U.S. Trade Representative, the Department of Treasury, and the Department of Homeland Security. Prior to joining Sidley, Justin served as an attorney in the DOC’s Office of Chief Counsel for Trade Enforcement and Compliance.

Radhika Kannan | Associate, Sidley Austin LLP

Radhika Kannan is a member of the Energy group in Sidley’s San Francisco office, where she focuses her practice on regulatory, compliance, and enforcement matters. Radhika’s representations include certain regulatory investigations and enforcement proceedings before the Federal Energy Regulatory Commission (FERC) including handling certain self-reports to FERC. Radhika also helps develop compliance programs tailored to the regulatory requirements under the Federal Power Act and the Natural Gas Act.
