Adam Rossen is a skilled criminal defense attorney based in Fort Lauderdale, with over 19 years of experience. These roles provided him with invaluable insight into the strategies and tactics used by the prosecution in complex and high-stakes cases. In addition to his legal practice, Armand has dedicated much of his career to teaching and mentoring aspiring lawyers. For over a decade, he has been actively involved with the National Institute for Trial Advocacy (NITA), where he teaches trial skills and helps develop the next generation of litigators. He also coaches law students in mock trial competitions, assisting them in honing their courtroom strategies, cross-examination techniques, and persuasive arguments. A University of Florida Gator living in the middle of FSU Seminole County, GARETT M. BERMAN, ESQ. looks forward to the day that Florida becomes one of the last four states to end its reliance on a controlled substances list for impaired driving.

Mr. Berman currently serves as the Executive Director of the Florida Prosecuting Attorneys Association in Tallahassee, Florida, responsible for the daily operation of the Association and to provide education through trainings, publications and technical support to all prosecution offices throughout Florida. Previously, Mr. Berman served as an Assistant State Attorney and the Director of Training for the Office of the State Attorney, 17th Judicial Circuit, in Broward County, Fort Lauderdale, Florida from 2017 – 2019.

He began his legal career as an Assistant State Attorney in 17th Judicial Circuit in Broward County, Fort Lauderdale, Florida in 2007, where he handled thousands of cases ranging from traffic infractions to misdemeanor and felony offenses and he was responsible for litigating all technical and complex challenges to breath testing and Florida Administrative Code violations in all DUI and impaired driving cases. From 2010 through 2016, Mr. Berman served as the Florida Traffic Safety Resource Prosecutor (TSRP) for the State of Florida, and the program’s Coordinator through 2016. Upon his return to the State Attorney’s Office in 2016, Mr. Berman served as the misdemeanor DUI case filer and a Supervisor in the Misdemeanor Trial Unit, a Felony Trial Unit Supervisor, before eventually being elevated to Director of Training.

From 2014-2016, while serving as the Florida TSRP, Mr. Berman also served as a Traffic Hearing Officer in Broward County, Florida presiding over traffic infraction citations and violations, motion hearings and trials, and the disposition of traffic infraction cases.

As the Florida TSRP, Mr. Berman was appointed as a Special Prosecutor in over half of the twenty State Attorney Offices and their respective counties throughout Florida to assist with challenges to breath and blood testing, breath test instrumentation, breath test instrument software/source code demands, and post-conviction relief issues.

Mr. Berman has trained and assisted thousands of Florida prosecutors and law enforcement officers throughout the country and internationally in the areas of DUI caselaw; traffic offenses; alcohol and drug impaired driving; impaired driving case investigation and prosecution; breath, urine and blood testing issues; jury selection; cross-examination; courtroom testimony; field sobriety testing; DUI checkpoints; the Drug Recognition Expert Drug Influence Evaluation; and the application and analysis of the Daubert evidentiary standard governing expert testimony.

Mr. Berman has also lectured to law enforcement officers, prosecutors, defense attorneys and judiciary from around the country in the areas of breath testing, breath test instrument source code, texting and driving, distracted driving, and the legality of DUI checkpoints and regulations. He has spoken before the American Academy of Forensic Sciences Jurisprudence Section on the application of the Daubert standard in Florida alcohol and drug DUI cases, before the International Association of Chemical Testing in defense challenges to the Drug Recognition Expert and Drug Influence Evaluation protocol, and to the Society of Forensic Toxicology on Prosecuting of the Marijuana Impaired Driver.

Mr. Berman currently holds valid permits from the Florida Department of Law Enforcement as a Breath Test Operator, Agency Inspector and Breath Test Instructor. He has completed training as a Standardized Field Sobriety Testing Instructor, in Advanced Roadside Impaired Driving Enforcement (ARIDE), Basic Traffic Homicide Investigation, and as a Drug Recognition Expert (DRE). He has also trained at the National Advocacy Center in South Carolina, the Robert F. Borkenstein Course on Alcohol and Highway Safety at Indiana University, the Borkenstein Course on the Effects of Drugs on Human Performance and Behavior at the Center for Forensic Science Research & Education in Philadelphia, and at Intoxilyzer manufacturer CMI, Inc. on the operation, maintenance and calibration of the Intoxilyzer 8000.

He is a member of the International Association of Chiefs of Police and a DRE Section member, the International Association for Chemical Testing, and the American Academy of Forensic Sciences. Mr. Berman currently serves as a member of the Board of Directors for the National Association of Prosecutor Coordinators as the Secretary/Treasurer and serves as the Co-Chair of its Highway Safety Committee in partnership with the National Highway and Traffic Safety Administration.

Mr. Berman has been a faculty member for the Florida Bar Masters of DUI Seminar from 2015-202, an adjunct faculty member of Institute of Police Symposium on Traffic Safety (IPTM) and a regular speaker at the IPTM Symposium on Traffic Safety and Alcohol and Drug Impaired Driving since 2014. A published author in the “Inside the Minds” series Strategies for Prosecuting DWI Cases: Leading Prosecutors Discuss the Importance of Training, Developing a Strategy, and Negotiating the Charges” by Thomson Reuters Publishing (2016), Mr. Berman authored of the chapter “Florida DUI Cases: What all DUI Prosecutors Need to Know.”

In 2009, the Mothers Against Drunk Driving (MADD) Broward County Chapter, honored Mr. Berman as one of Broward/Palm Beach County’s “Heroes of the Highway,” while the Miami Dade County MADD Chapter honored him in 2012 for his outstanding work in the fight against impaired driving, and in 2015 for his dedication in the prosecution of DUI cases. In 2016 Mr. Berman was named as the MADD State of Florida Prosecutor of the Year.

Prior to law school Mr. Berman worked in the entertainment industry in Los Angeles, focusing on feature film and television production and development. He attended the University of California at Los Angeles School of Theater, Film and Television Producer’s Program as one of 13 candidates selected from a pool of thousands. He holds a Bachelor’s degree in Linguistics from the University of Florida, a Master’s Degree in Sports Administration from St. Thomas University, and graduated from St. Thomas University School of Law with honors.
