The Telephone Consumer Protection Act and Telemarketing Sales Rules provide the backbone law that regulated robocalls in this nation. These laws, which govern call centers, marketers, and lead generators, have traditionally left gaps that allowed robocalls to proliferate nearly limitlessly.

The Commissions—FCC and FTC—that regulate the activities of these entities have finally figured out the source of billions of unwanted calls and are looking to act aggressively. Incredibly important proceedings are happening right now by both the FCC and the FTC that are looking to dramatically change the rules to stop these calls—but is the government acting in haste and overreaching in a way that will hurt consumers?
