Program Summary

This program will explore the legal and policy implications of the anticipated 2025 U.S.-U.K. Trade Agreement, with particular focus on its potential structure, strategic priorities, and broader geopolitical significance. The discussion will examine key aspects such as trade frameworks, regulatory alignment, and cross-border economic cooperation, as well as implications for sectors like technology, agriculture, pharmaceuticals, and financial services. Additional attention will be given to how the agreement may address digital trade, labor and environmental standards, and data privacy in a post-Brexit, post-pandemic economic context. The program will also consider the role of various branches of the U.S. government in shaping, approving, and executing the agreement, and how existing tariffs, ongoing litigation, and broader trade tensions could impact both the negotiation process and the outcome. Participants will gain a nuanced understanding of the legal complexities and practical ramifications of this significant transatlantic negotiation.

Kathleen Claussen is Anne Fleming Research Professor and Professor of Law at Georgetown University Law Center. She also serves as Managing Co-Director of Georgetown’s Institute of International Economic Law and is the founder of the Consortium for the Study and Analysis of International Law Scholarship. Among other leadership roles, she has served on the Executive Council and Executive Committee of the American Society of International Law and is co- Editor-in-Chief of the Journal of International Economic Law.

Prior to joining the academy, Professor Claussen was Associate General Counsel at the Office of the U.S. Trade Representative. Earlier in her career, she was Legal Counsel at the Permanent Court of Arbitration in The Hague. She is a graduate of the Yale Law School, Queen’s University Belfast where she was a Mitchell Scholar, and Indiana University where she was a Wells Scholar.
