Before law school he spent nearly five years as an Infantry officer, two of them in 5th Special Forces (Green Berets). He managed to get hurt in peacetime. He helped found the Western Missouri Shooters Alliance in 1989 and taught its personal protection course since its inception, primarily the legal instruction.
Dennis Fivecoat is a retired US Army physician assistant with a wide variety of functional background and experience. He has seen service in eight different countries encompassing desert, jungle, snow, and maritime missions. His past responsibilities range from combat in SW Asia to hospital duties as an ICU nurse in South Carolina. He has responded during national hurricane relief efforts and somewhat smaller Defense Support to Civil Authority (DSCA) missions.

Session I - Legal Challenges in Concealed and Open Carry Enforcement: From Permits to Reciprocity - Kevin L. Jamison
Concealed carry in the U.S. is shaped by state law but now universally governed by a “shall issue” mandate post-Bruen, though many states complicate access through burdensome requirements. Training, background checks, and permit scope vary widely, with some states imposing strict limits on weapons, ammunition, or valid carry locations. Open carry and constitutional (permitless) carry laws add complexity, especially where federal rules (e.g., school zones) or tribal lands create exceptions. Reciprocity remains inconsistent and frequently changes, requiring carriers to stay informed to avoid unintentional violations.

Naturally, the letter of the law does not change nor does the statue amend itself - based upon the actor’s profession. However, the standards and perceptions of acceptability can change. A private citizen should not be held to those same standards as a professional sworn Peace Officer. This session includes a trainer’s teachings for the transfer of skills and inspiration of high standards on the matter. However, it is unreasonable to expect legal proceedings to be a carbon copy for both. Both criminal and civil liability are likely to need different approaches, considerations, and strategies. He helped found the Western Missouri Shooters Alliance in 1989 and taught its personal protection course since its inception, primarily the legal instruction. This culminated in the WMSA video “Missouri Weapons and Self-Defense Law.” Since 1989 he has served as an officer and director of WMSA. He is currently president of WMSA, Missourians for Personal Safety and the Missouri Sport Shooting Association. He currently teaches the legal section of the License to Carry course. He taught undergraduate courses in criminal law, law and society, and law and terrorism at Avila College (now Avila University).
His article, “Concealed Weapons and the Travelers’ Defense” was published in the March-April, 2000 Journal of the Missouri Bar. He contributes a legal column entitled “It Doesn’t Have to Make Sense, It’s Just the Law” to Concealed Carry Magazine and “Gunshow Lawyer to American Woman Shooter.” He wrote the WMSA “Stay Out of Jail Card” summarizing Missouri weapons and self-defense law. He is the author of the book Missouri Weapons and Self-Defense Law and contributed a chapter, “Bowie Knife Law”, to Bowie Knives and Bayonets of the Ben Palmer Collection. He and Tim Oliver co-produced a 2-disc DVD set Missouri Concealed Carry and Self-Defense Law which covers the legal requirements for the License To Carry class and is used by many instructors (see www.Learntocarryproductions.com). He often teaches Continuing Legal Education classes for lawyers and police on weapons and self-defense law.

Dennis Fivecoat is a retired US Army physician assistant with a wide variety of functional background and experience. As an infantry paratrooper in the 82nd Airborne Division, Mr. Fivecoat participated in Operation Desert Shield/Desert Storm. Later, he also participated in the relief and stabilization efforts after Hurricane Andrew in August 1992. In 2003, Mr. Fivecoat became a “plank owner” in the newly created US Northern Command (NORTHCOM) where he represented FEMA regions VI & VII (encompassing 9 US states).
In February 2008, as the physician assistant for an active-duty National Guard Terrorism Response Team, he responded to the ricin incident in Las Vegas, NV. Mr. Fivecoat has also served in numerous exercises and real- world missions in support of first responders to include the FBI and the US Secret Service. During this time, Mr. Fivecoat completed firearm instructor development with the Federal Law Enforcement Training Center (FLETC), the Dept. of Energy (nuclear weapons security), the National Rifle Association Law Enforcement Division (NRALED) Gunsite, Frontsite, John Farnam, and the Surefire Institute.
Dennis Fivecoat retired from the US Army in 2010 and began private consulting on terrorism, DSCA, and force protection issues. In October 2014, Dennis participated in the response to the Ebola virus exposure of several health care workers in Dallas, TX. He also continued his instructor development by completing courses with the International Association of Law Enforcement Firearm Instructors (IALEFI) Master Instructor Course, the Advanced Law Enforcement Rapid Response Training (ALERRT) Center, the Alamo Area Counsel of Governments (AACOG) Basic Police Officer Academy, the Texas Commission on Law Enforcement (TCOLE) Basic Instructor Course and Firearm Instructor Course, Tom Givens, Gabe Suarez, Andrew Branca, and “Mas” Ayoob.
Dennis Fivecoat has earned a Bachelor of Science Degree in Physician Assistant Studies from the University of Texas, Health Science Center, San Antonio, and a Master of Physician Assistant Studies from the University of Nebraska Medical Center. He also has completed a Master of Arts Degree in Legal Studies from Texas State University. Mr. Dennis Fivecoat has participated in training with all branches of US military service, various special operations forces, the US Coast Guard, and numerous alphabet agencies.
